NO. Oman is an absolute monarchy. Political opinions counter to those of Sultan Qaboos are repressed and the people espousing them are often jailed. Qaboos is often painted as an Enlightened Despot, which may well be true, considering that he has created incredible economic and educational growth in the country, but he has not made it a more free country.
