GM seriously over-complicated something which should have been so simple. You can only get to the light through an access panel located in the shroud under the front bumper. Because the car sits so low to the ground, this requires you to jack the car up (always use jack stands), and then remove the two screws on the access panel and fold it out of the way. You then have to reach up inside the bumper to the back of the light. Squeeze the tab on the side of the socket and twist the socket to remove it from the turn signal housing. The light bulb itself can then be pulled straight out of the socket without twisting.

update, 2009
I just managed to change the turn signal light using a foot long screwdriver to push in the tab on the socket while simultaneously pushing on the other side of the socket with the two fingers that could just touch the socket opposite the tap. Look to the side of the headlight housing and you can just see the socket. It is on top of the light housing for the turn signal and the bulb sticks down. You will need to remove any watch and roll up your sleeves to reach the housing. I also pushed sideways with the screwdriver while holding in the tab with the screwdriver. Once it broke free is was easy to turn and remove and replace with a new bulb.
Same same on my 2000 Camaro.
I first used my phone camera and flashlight to get a good view of what I was feeling with the fingertips. Then with small flashlight resting on frame rail I could just see the goal (view between headlight housings). The foot long screwdriver goes through this peep hole, press the tab, push c'clockwise, 1/8 turn and presto it was loose. Note, flat blade screwdriver must be oriented so it holds tab down AND pushes sideways. Oriented the other way it slips off the tap. Socket can also be viewed looking almost horizontal from center line of car. Good luck! Change both while your at it.
Well turn your lights on and determine which bulb is not working. Take off the plastic cover to that bulb's housing. Remove locking ring, pull bulb straight out from carrier housing and install new bulb making sure to secure it in the locked position, reinstall locking ring. Of if all else fails you can drop your car off at the dealership and they will only charge u about 40 dollars to put it in. Takes about 50 seconds to do.
