The honest answer is that they have no idea, just as they have no idea which chemicals in the food we eat, the 'fresh air' we breathe, the water we drink or the radiation from the sun, mobile phones, etc. cause not only lung cancer but all types of cancer.
They can make an guess from results of epidemiological studies and tests on mice, rats, dogs (try Googling "Beagles Lung Cancer" to see the barbaric cruelty they inflicted to attempt to prove the link between smoking and lung cancer), monkeys, pigs, etc.
A list of carginogens is maintained by IARC (part of the WHO). It includes solar radiation (sunshine), Talcum powder, Vitamin K, caffeine and mobile phones!

- the cigarette tax (imposed pursuant to Tax Law, section 471) has
been paid, as evidenced by the presence of the New York State

package of cigarettes; or
- the cigarettes being used are specifically exempted from the
cigarette tax by Tax Law section 471 (governmental use by the
United States, New York State, and the United Nations, and use by
authorized persons purchasing from a voluntary unincorporated
organization of the armed forces of the U.S.); or
- the cigarettes being used are brought into New York State (or into
New York State and New York City) on or in the possession of the
user, and the number of cigarettes does not exceed 400 (i.e., two
cartons or less of standard packages of cigarettes).
Notes: Cigarettes shipped into New York State by mail are not brought
into the state on or in the possession of the user, and therefore do not
qualify for the last exemption.
If more than 400 cigarettes are brought into New York State (or into
New York State and New York City), then all of the cigarettes are subject
to tax(es).
Cigarettes acquired by an individual to be given as a gift to another
individual are not exempt because the law does not exempt gifts of

At least in Canada there are no truthful stats. I got in touch with the B.C. Lung Assoc., posing as a non smoker and what I heard was astounding. Their stats are rated on 'guesstimates!' Some people are successful, but smoking is difficult for most people (they say as hard as trying to come off heroine) and there is no magic pill that will help, but just when the time is right for the person to quit. Many smokers do go back to smoking (may quit again until they quit entirely) and it can be caused by stress or just wanting the nicotine back in their body. When I phoned Mother's Against Drunk Drivers they had the exact stats of extreme injuries to death re car accidents/drunk drivers and this is because they get their stats from the police. If the government or certain people want others to quit smoking they should try to understand the addiction first (get to know what you are talking about) and provide as much support as possible. By hounding someone it only makes matters worse. The government has made huge revenues off tobacco products and the price of cigarettes has gone up dramatically so something smells pretty fishy there. I fear that the Canadian and U.S. governments are leading into dictatorship telling people to quit smoking, they are obese, what to eat, (on the news recently the U.S. is clamping down hard on certain restaurants re trans fats) but my idea of this is, people are adults and can make their own choices and NO government has the right to dictate what they think and if we allow this the next thing governments will start telling us how to live, what to read, etc., if people don't get their head out from under their rocks.
