I think this is just an early stage of "ECZEMA"..I also have this in the same spot but it also could be a type of skin cancer called "Melenoma" ...but there's a higher chance for ECZEMA it just needs to be moisturised in hand lotion and keep sun lotion on it.

I had mild acne since the age of 13, but I was able to keep it pretty much under control for a while with proactive. Then I got pregnant with my first child and i started to get really bad break outs, and it didn't get any better after I gave birth.
