Sorry sweetie... it was filmed in New Orleans, on Boubon Street at the now defunct Ryan's Irish Pub. I know because I worked there and we were not allowed to drink the entire time they were filming. It was still a good time... sort of.
I think they chose this location because A... it was New Orleans; and B... it used to be the famed 500 Club where Blaze Starr danced when she was diddling Gov. Earl Long... history rocks sometimes

I found this information online......looks like it was in JC, TN with other parts filmed in New Orleans. If you look closely you can see Freedom Hall, plus a club setting, then back to Freedom Hall, etc. The end where Steven is driving down the road in a car is Hamilton Street in Johnson City ,TN.
