At this point, the US had just broken free from the control of England. They feared a powerful government, so they enacted the Articles of Confederation. This basically said that the country was a loose association of the states, and the federal government had little or no power. Several instances where federal power was needed, such as Shay's Rebellion, proved that a stronger form of government was needed.

Because the states were pretty much free to say no to things like taxes and comunity programs, the federal government was very weak. They finally revised the articles of confederation to tie the states closer together and to build a stronger economy.

Many things but ultimately Shay's Rebellion pushed Congress into having the Constitutional Convention.

Congress tried to make an agreement with spain about keeping the Mississippi river, however it was not ratified, if the us had a strong military, Spanish might have negotatiaged.
