The main asteroid belt is a rather broad band ring situated between Mars and Jupiter. Its inner edge (and average distance) is closer to the orbit of Mars than the outer edge is to Jupiter, making planet Mars the closest.

Note that Ceres, once identified as a planet, is inside the asteroid belt itself - but now classified as a dwarf planet (or the largest astroid).

Yes. An asteroid of sufficient size has the potential to wipe out a good percentage of the Earths population. Identifying those asteroids in advance enables us to determine their potential threat and thus enabling us to intercept them before they impact on Earth.

Depending on where it hits, it might be anywhere from very damaging to catastrophic. If it were to strike in a sparsely inhabited area like Siberia or the Australian "Outback", it would likely cause very serious damage to everything within about a 300 KM radius, dig a substantial crater, and scatter ejecta over a radius of 400 km or more.
