No, once they are outside they will revert back to their wild behavior. Being raised by humans would mean that they don't have the skills to survive as a wild bird, but they will try and probably won't make it. If their species is not native to your area, they could freeze or starve in winter. This is not a good idea.

It depends. Often, parrots will breed if there are two opposite gender parrots in the same cag. So if you want to raise chicks, it is okay. If you don't want to raise chicks, keep opposite sex parrots separate from each other.
