Try placing a piece of heavy cardboard (corrugated would be best) cut to size over the cracked bottom. Then cover that with several layers of newspaper to keep the cardboard clean since you can't really clean cardboard.
They can be added on the side of the torso area, but even if you get them added, you cant fly. An average adult would need a wingspan of 90 feet to fly, and it would still be hard as heck to get airborne. This could be made a bit more practical if you were to replace your bones with lightweight carbon fiber tubes, have your arms removed, have your legs cut smaller, and remove all excess fat and muscle.

The medication used for treating parasites in a budgie will depend on what kind of parasite the bird has. It's not a good idea for pet owners to try to diagnose and treat the bird themselves. You should always consult an avian veterinarian for diagnosis and treatment. The veterinarian will prescribe appropriate medicine and show you how to give it to your budgie.
Firstly, I highly advise against bird "leashes" or "flight suits". These can major harm to your budgie. Stress is another big factor. "Bird leashes" are designed for larger parrots and do not fit smaller birds. Please do not use a "leash" for your budgie
Parakeets, like most other domestic Birds, like to have a place that is most like a nest. A Breed Box is a special box made out of wood or some other material. In some Breed Boxes, there may or may not be a shallow dip in it, so the mother bird thinks her 'nest' is, well, more like a nest like in the wild.If you provide a nest box, it will Encourage a pair of birds to mate, and if the the female does in fact lay eggs, then she would most likely lay them in the most nest-like spot she can find in her cage.Sometimes birds will not mate or lay eggs because they do not have a Breed Box. I know this from past experiances with my own pairs of birds. I hope my info helped you =D

This is close the body temperature. If you be able to create such a temperature in any other way, it is as good as an incubator. You may find warm places behind your refrigerator, next to the radiator or inside an oven that is off.
