The basic rules are, you get two cards and the dealer gets two cards. Whichever hand is closer to 21 without going over, wins. After you get your first two cards, you can take additional cards if you choose, until you decide to stop, or until you "bust" which means you go over 21.

A hard 13 is something like an A,4,8. "Hard" means that you can no longer use the Ace as an 11, it must be used as a 1. Hard hands can potentially bust if you take a hit.

A soft 13 would be a situation where the Ace could still be used as either a 1 or an 11. An example would be A,2. This hand cannot bust when taking a hit.
