I'm sorry to say this but if the mother cat chewed the heads of her kittens, you may consider putting her down. that is like a cannibal cat. i wouldn't recommend getting a small dog but rather a bigger dog than the cat and make sure it isn't threatened by the cat, because i have seen a alsatian about 5 years old, running away from a 2 month old kitten.
One cause could be simply that she is overweight. I would recommend going to a veterinarian and having her checked to make sure.

The best help for ringworm fungus (same as athletes foot in humans) is over the counter Tenactin, which is an athletes foot/jock itch medication.

It may not be the breed but the cat or the particular dog. Cats and dogs almost always take a little while to get used to each other and may hiss/bark and show aggressive behavior against each other. My cat hissed at my dog when we got her, but now my cat happily licks her and they are very friendly. My dog is a Cavalier King Charles Spaniel, which are quite similar to the Springer Spaniels. I would suggest if your cat continues to show aggressive behavoir against your dog, you should try to introduce them in a safe environment, not on the cat's territory (where the cat sleeps and/or eats) and hold both. Speak gently to to the cat and (not forcing it) encourage the cat to go closer to the dog or sniff it. Repeat this until the cat seems a bit more comfortable with your dog. Just give them some time. If your cat tries to 'bat' the dog with his/her paws, see whether she bares her claws, if she doesn't then she feels threatened by the dog, and is trying to scare it off. If she does bare her claws she is annoyed at the dog and believes it is incrouching on her territory.
