It was Germany that sought the Armistice, to avoid complete defeat and total surrender. The Allies refused to discuss it until the German Emperor, Kaiser Wilhelm II abdicated. The Kaiser was finally persuaded to do so, thinking the throne would go to his son, but in the confusion instead a republic was proclaimed, and the Hohenzollern Dynasty came to an end. The Kaiser and his family fled to neutral Holland, allowing the Armistice talks to become serious. A few people at the time, and almost everybody within twenty years, understood it would have been far better to ignore Germany's request for an Armistice, and instead keep on battering Germany until they were totally, completely defeated, forced to surrender, and to see the victorious troops of their enemies parade down the streets of Berlin. If this had been done Hitler and the Nazis could never have made any headway with their claims that the civilian German government had "stabbed the army in the back", which was a complete lie. It was the Army itself which hysterically demanded that the civilian government seek an armistice, right now, yesterday if possible.

A Bosnian terrorist group called The Black Hand Gang wanted Bosnia to cease to be part of the Austro-hungarian empire. When the Emperor went to Sarajevo in Bosnia A Serbian member of the Black hand, called Gavrilo Princip, assassinated the emperor.
The Austro-Hungarian regime, fearing the fall of their empire from further attacks from freedom fighters, attacked Serbia.

Germany, to engage France, had to go through Belgium. Belgium was an ally of Britain, so when Belgium's neutrality was violated then Britain got involved.
2)The reason for the alliances? The wish for the empires to maintain themselves. So when threats came to their empires from terrorists or other empires they fought to defend them.
If Serbia or Bosnia had been granted independence then Austro-Hungary would have had to grant independence to many of their other countries and would have lost their empire.
The other empires forged alliances to make their empires strong and to ensure help if a threat was made to their empire.
Why did the Serbians not accept the Austrian demands?

The main reasons were followings:
1 - because they were found humiliating and damaging the independence of Serbia;
2 - because Serbia was backed by Russia (which had pledged its intervention in case of Austria had attacked Serbia), in rejecting the demands.
There was no formal pledge not to sink civilian ships, however the concept of neutrality was accepted and agreed by all the western powers. The illusion of neutrality was shattered when a German submarines sank the unarmed passenger liner Lusitania.
