The cheetah would basically have to become an entirely different animal to live in the Arctic.

Cheetahs rely on a very sleek and muscular body in order to run fast. In the Arctic, they would need to put on body mass and layers of fat in order to stay warm enough.

Cheetahs hunting methods would not be efficient, since they would need to conserve energy. They would have to rely more on brute strength than on speed. Their muscle types would have to change.

The cheetahs colors and pattern would be a disadvantage, seeing prey would see them coming for quite a ways. They would have to develop a different fur type as well. Their coat is made for shedding heat, but it would need to hold it in instead.

Leopards are stronger physically. They are bigger and tend to be more aggressive because they can more easily defend themselves. Cheetahs are built for speed rather than strength and when faced with a fight or flight reaction, they prefer to run off than risk being injured and losing the ability to hunt because of an injury.
