You are responsible for YOUR children. In some countries, if for no fault of your own, you can not support them (because you are sick or temporarily out of work) society has decided that in the interest of the children, it will step in and support them. This is other people's hard earned money that is being used to support YOUR children.
It seems from your question that you are earning money and have not been supporting your children with it meaning that the state has had to take on this responsibility. Now the state has caught up with you and people want their money back. This seems quite fair and just to those of us that have been supporting your children while you have not.

Can my kids father sign over all rights to me even if I don't agree or refuse to let him?
That would need to be approved by a court and would not relieve him of his obligation to pay child support. Courts make such decisions and even if you have sole legal and physical custody and the father relinquishes visitation rights, he must obey any child support order.

What percentage of child support gets paid in Nevada?
The last figures from 2004 shows 62% of fathers and 5% of mothers owing support pay it in full, which may have a lot to do with the fact that women still earn less money than men. Women earn less money than men because only women give birth to babies: women who want to be mothers must take time off from their careers to have children. A long leave of absence equals less job experience, which in turn equals lower pay.
Due to the economy, these figures have likely decreased as the men do not know they can get free representation for a modification.
yes you can

How can you leave home without being forced to return in an emotionally abusive house hold?
I ran away from home about a month ago, and stayed with a friend. I ended up having to return home because the social worker said it could be worked on and it wasn't that big of an issue at home. I have been emotionally abused for over the past year heavily, and still quite a lot since I was a child. I'm 15 now, and I'm having many problems at school and in my life, because I'm so upset all the time. I have trouble concentrating in school, and a lot of the time I feel like I'm going to start crying when I think about my home life. The social worker said this wasn't much of an issue and he isn't going to "help me run away" as he put it. But while I was staying with my friend, who's parent's are foster parent's I might add, I was so much happier. We we're going to enroll me in school, but we couldn't because they we're not my legal guardians. So but for that, everything was great. I had my own room, I was happy, I was helping out around the house, I even was going to have a job. Me and my dad have still been fighting and he has grabbed and hit me before, but it's never left a mark so no one believes me. My mom recently moved back in, after a nasty divorce that started about 8 months ago. The divorce was final, maybe two months ago.. I was only with my friend for about 4 days, and my dad had threatened my friends parents, and myself. Nothing has gotten better, and like I told the social worker, my dad hasn't changed and has actually gotten worse. I'm sure once we go in there, my dad will once again blame me for everything, saying I don't try. I'd like to add, I don't have any family to stay with because I either don't get along with them well enough to live with, or an extra person isn't always easy to bring in, regardless if I'm family or not, because of money. What can I do, other then speaking with my dad, because he screams and yells and just disciplines me for telling him the truth. I'd also like to add the fact that I haven't been having suicidal thoughts, but i have been having thoughts like cutting. I've had friends that did it before, and they said it just made everything seem better, and the pain went away and they forgot about everything else. Please help, I'm not sure how much more I can risk my schooling, and my life much more, I cry nearly every night and I can't physically take it any more..
The answer can vary depending on the state.
If it is a non custodial day, but the parent that had custody that asked them to, and they are on the daycare's pick up list, it should be fine.
If the parent that had custody that day did not give prior permission, or make the request of the step parent, it could potentially be interfering with child custody.
The rules of child custody can vary a lot, not only per state, but also per case. A lot can come down to who your judge is. Your best bet is to contact your family attorney, and fill him or her in on everything that happened.

Do you have to respond to child support modification papers?
It's unlikely that you would go to jail for not doing so. However, in your absence, the court will probably enter a default order that you're not going to like.
Added: Like all orders of the civil court you ignore them at your peril. If you do not appear to plead your case the court will award them in absence of your contest. Ignoring them does not make them go away. Eventually they will simply become a lien against you and your assets and eventually they must be paid. Bankruptcy will NOT nullify them.
