Rebooting has nothing to do with it. The more you use the drive after deleting the file, the more likely the file will not be recoverable. When you 'delete' a file the space just gets marked as 'available' for being overwritten. The file actually stays out there until another file gets written over the top of it. If you google for 'undelete' you will find plenty of programs that are able to attempt a recovery. I'm not going to promote a specific one here.
I have managed to recover files for people. Just be warned that the file might only be partially recoverable (like the top half of a jpeg photo with the rest corrupted) and that the partially recovered file might not even be readable/viewable.
