A restore point in Windows XP/2000/98/95/Vista, is a back-up marker, created by the System Restore application, which save's data about the PC's settings, installed programs, and some user data. It is generally used when a change in the System (brought on by either installing a new program, getting a virus, or changing a setting, cause instability), then the restore point is called apon, and restore's the computer to the state it was in when the point was created.
A similar function is available in Mac OS X Leopard, called Time Machine, however it requires an external hardrive to function. It's advantages however are that it can restore any action (including the deletion of files) within it's range (it's range being dictated by the size of the External HDD) and also, it requires no user input whilst backing up, as the process is automatic.

A dynamic IP is an address that is assigned to you temporarily when you connect to the internet. For the duration of your stay it will remain the same (static) but when you disconnect and reconnect you will probably be given a different IP address. The address you had before will be given to someone else.
If you need a static IP you have to contact your ISP (Internet service provider) and ask them to asign you a static IP so you have an IP address permantly asigned to you which you can use very time you are connected.
You can not do it yourself because an IP address needs to be globally unique, you can't just pick one for yourself. It needs to be asigned to you.
For most users a static IP is undesirable. If you have a hole in your firewall and a dynamic iP then every time you disconnect and reconnect any hacker who found you on the first visit will find it much more difficult to find you again because your address will be different.
The only reason I know why you would need a static IP is if you want other users to be able to connect to your computer (ie Running a server.)
I believe you CAN DO IT , and its rather Simple use Dyndns get a Domain Name, it's all free. You can even then if you wanted to setup a Web server, but depending on who your ISP is they might block port 80 on Dynamic IP's so if your going to use Apache in the Http.conf file just change the first line that you see port 80 on, to another port such as anything above 4000 or so. Can also just setup Remote Desktop to Remote into your computer from where ever you are and access your files that way. Just make sure you use a super secure password and I mean mix it up, also if you can make it so that if you failed after 3 login's it locks the account for about 60min or so depends on what you want to set it to.
I do it this way with my web server and its works out rather nice I can run up to two Domain Names with DYNDNS and have two diff web servers running at the same time if your speed is good then it's really worth it. I know it saved me lots of times when I needed a file that was on my server at home just remote in copy to my laptop's desktop and get to work.
