When a dog is signed over to Animal Services doesn't mean the dog will be put tp sleep. That being said, the former owner can ask for Animal Services to take the animal to the shelter and ask for the animal to be humanely euthanized.
If the Animal Services "Officer" stated they will "put the dog to sleep" that means the dog will be taken to the shelter, placed in quarantine for a few days (possibly) and then humanely euthanized/destroyed due to concerns about the general well being and safety of the community.

If your dog is experiencing constipation on a regular basis you should add roughage to his diet such as canned pumpkin (not pie filling kind) or Metamucil. A spoon full of pumpkin on the dog's food should keep his bowels hydrated and his feces soft enough to pass.
A spoon of mineral oil on his food can also be used but should not be used all the time.
There are two methods I use for young puppies, which may work on your dog. I first try lubricating a rectal thermometer and take the puppies temperature. This frequently stimulates the puppy into going. If this fails and you have a nasal bulb syringe (aspirator), you can put warm water in it and gently squeeze a small amount into the rectum and see if this doesn't help.
You can use a children's glycerin suppository depending on the size of your dog but the other methods are what I recommend you try first.

It's useless to punish a dog for something that happened previously, and it can lead to other behavioral issues.

The shaker can makes a lot of noise when you shake it up and down. Watch your dog for signs that he is going to mark (for example, he's doing circles around his "mark"). It is better to work on the source of the fleas in conjunction with flea shampoo. There are sprays available from the vet that interrupt the gestational cycle of fleas. Spray under the bed, in dark areas and vacuum frequently (toss the bag every time you vacuum). Eventually the fleas will be gone.
What is the typical cost to spay or neuter a dog?
I live in Central NJ and took my 9 month old Golden to our regular vet, not a clinic. The presurgical bloodwork to make sure Barney was good and healthy for surgery was about $85 and was done a week before the surgery. Normal neutering at the vet is about $250, but unfortunately, Barney had a retained testicle and they had to go into his abdomen to find the missing one. This resulted in a long incision in his belly, about 5-6 inches. The neutering fee for this complicated situation was about $390. I love my vet and felt the higher fee was justified as opposed to going to a neuter/spay clinic that would have done the surgery for a fraction of that cost. My vet's office also bathed Barney, post-surgery, and gave him lots of love and attention. They didn't keep him overnight either so he was able to recuperate at home. They sent him home with pain meds for 1 week and antibiotics for 2 weeks and he'll have his stitches removed after 2 weeks. Hope this helps!
