It depends upon the charge, and upon legal standards being satisfactorily met. For Pennsylvania tends to focus on extradition requests in the immediately surrounding states. But the Commonwealth also tends to respect, and cooperate with, the other 49 states of the United States of America in extradition requests. For extradition tends to be requested for the serious, felony charges. And Pennsylvania cooperates when the U.S. government becomes involved once the role of another country is identified. For involvement of another country always makes extradition a federal concern.

Yes, it means that Indiana will only enforce the warrant in the Sates of Indiana, Kentucky and Ohio. Any police stop in other states would see that Indiana will not extradite based on the bench warrant alone. However, if the person is picked up on other serious charges in Flordia, Indiana may decide to pursue it further. It's more a question of efficiency/finances.

THEORETICALLY, any person can be extradited from any jurisdiction for any offense. However, in the real world , it is rarely, if ever, done in the case of traffic offenses, whether a bench warrant was issued by a judge or not. However, if you ever go back to that state, and are located you could be whisked off to jail in a heartbeat. Judge's do not like having their orders ignored and disobeyed. In addition to that possibility, you may well find that your driver's license is suspended or revoked due to your non-appearance to answer charges.
