I can't see how this would apply, we are not dealing with potentially hazardous motor vehicles, firearms, or other devices which could cause all sorts of mayhem in irresponsible hands. No state has outlawed playing cards=though all have statutes on gambling. It should be noted Tarot Cards are occult paraphernalia and not in any way related to say, Poker, Blackjack, or other gambling games. If it is considered a religious practice- the State should bow out, maybe not the best choice of verbiage- I do not mean in the sense of Genuflect!

Opinion is dividied as to whether the Jack was originally a Prince ( some wear a smaller crown than the King)- or a Knight- some playing card Jacks have Knight"s helmets with visors.It is interesting. a much larger Royal entourage in Tarot than in traditional 52 card decks. Tarot cards came out around l45l with the rise of mechanical printing. they were first popular in Northern Italy. Northern Italy had legends- partly confirmed of Beautiful Amazon Knights- some of which it was claimed were recovered in full armor and hair dressing that out-Ronettes Ronnie Spector's Beehive- there were very feminine plumes attached to the helmet, also. with I knew more.

The two terms are in a way similar, but entirely different. A hypothesis is an educated guess at the results of an experiment or course of action.
