Gambling is not prohibited in most countries of the world, although it is usually hedged with laws, for example to protect children by barring them from something they are not mature and wise enough to handle. (Neither are many adults, though!) Although it may have social value, a prohibition given by one or another religion is true theologically only for those followers of that religion who choose - or are forced - to accept the prohibition.
On a more philosophical point, if you don't believe in any god then a rule in any religious text is de facto meaningless beyond any direct social value like "Though shalt not steal", notwithstanding national laws based on such texts. To explain the last clause, I would not seek to "sin" in a country like Saudi Arabia, because although I don't believe I might upset a god whose existence I doubt anyway, it is a serious crime in a dictatorship that enjoys torturing "sinners" whatever the official deity might think.
