First use an adhesive-dissolving product to loosen the glue. I used CitraSolv. Using soft paper towels, rub as much loose as you can. It is hard work! I wasn't satisfied, so I got a pencil eraser and rubbed that over the spots. No, they are totally different. Gorilla Glue is a polyurethane (basically a kind of sticky liquid rubber) and Super glue is a cyanoacrylate.

PVC glues will work on PVC type plastics if a primer is applied. This is a specialised glue for piping and MAY glue other items, but don't expect too much.

NO. Because they are vinyl, they will expand and contract at a different rate than grout, which is essentially concrete. You are supposed to lay vinyl tiles tightly together, with no gaps in between.

It depends what you mean: what kind of glue, and how and where is it applied? White glue applied to the shaft or head will harden in place and eventually flake off, but it'll be slightly uncomfortable in the meantime.

If you're trying to block it off so it can't expel semen when you ejaculate, the news is both good and bad. Yes, it can be done (with difficulty), but it would be disappointing if you're able to manage it.

To glue the eye of the penis shut, you would need a form of superglue, such as Krazy Glue (which this answer describes using). You would get yourself erect, and stimulate yourself just enough to stay erect--don't let yourself go limp, or 1) precum will ooze out and weaken the bond, and 2) the bond will be undersize so you'll feel some discomfort when you grow back to full size. You also don't want to stimulate yourself more than necessary, or it may ooze precum anyway.

So, while erect, you'd carefully squeeze out as much precum as possible. Then open the eye slightly and dab the area dry with something like a square of toilet paper. Then apply the glue. Squirt it in (not too much!), then squeeze the eye shut and hold it tightly (but not super-hard) for several seconds. Dab the outside to sop up any excess. Then after a few (>10) seconds, let go of the head, then dab a little more glue around the eye, making sure it's all covered. You want to be sparing here. Then give everything several seconds to dry. Blowing on it helps, and again, dab up the excess. Make sure you keep your erection throughout, but don't stimulate yourself any more than you have to to maintain it.

(NOTE: When you open the eye, there's sort of a space there, where you apply the glue. There's also an opening you can push past to enter the urethra. Whatever you do, DON'T squeeze the superglue through there!)

So now you've blocked up the eye of the penis and you're ready to go. Chances are, when you shoot off the fireworks, it'll surge and stop, then surge and stop, then break through the bond and dribble out. If you applied the glue just right, it'll surge several times and fail each time, which will feel pretty cool at first--but then, your body will figure out that this isn't working, so it'll lessen and then stop trying. So, while it's possible to do this - and safe, if done right - it's probably *not* something you want to do.
