Most colleges have a GPA cutoff, so it really depends on what your GPA is. Some schools will put students on academic probation if their GPA is 2.0 or lower. If you think you GPA is too low to make the cutoff for the university you wish to attend, you could stay another sememester or two and work towards improving your GPA before trying to transfer. It really depends on where you're trying to transfer to. If your GPA is less than 2.5, I would stay at the community college and try to bring it up. If it's better, I would try to get into some less competitive 4-year schools. If it's 3.5 or better, you could get more ambitious and apply to some competitive schools (transfer standards are usually lower than freshman admission standards). Either way, besides the application fee, you've got nothing to lose.

Without the name of the school, there's no way to directly answer that. If it helps, I had a 3.2 GPA with no community service and an expulsion from high school, and I got into a 38% school (probably not the norm, but whatever). Sometimes it depends what the admissions people were mixing in their coffee that day... "shoe-in" is not a good term to use in the college admissions process. It assumes there's logic to it, which is rarely true. Assuming you don't have any serious issues and your test scores are consistent with your GPA and sunny disposition, I'd say you would be competitive at a school with an acceptance rate that you indicated... though not a shoe-in.

Getting into an ivy league university is more difficult than it was when I applied in the early '80's. I think that now they're looking for depth in one or two extracurricular activities rather than the 'well-rounded' that was more in vogue earlier. I would say that writing a book, especially if you could get it published, would be extremely helpful. Poems not so much, probably. Unless, again, published. If you've been doing something for two years make sure you keep doing it, take as many AP classes as possible, and make sure your essays are kick-ass. Do something unusual and stick with it if you can (hence the approval for book-writing). Make sure your standardized test scores are very very good. Study and/or hire help.
