I have found that if I had to dig too deep to get a splinter out, just giving up on it for a day or two will cause the body to build up some puss around it. this will make it easier to squeeze out without having to further gauge your foot. Someone probably meant dorsiflexion aka pulling the toes closer to your shin.
Its counterpart would be plantar flexion, hence the idea of plantar extension.
Tbh, i also prefer the term of plantar extension, due to its clear indication that we are talking about something close to the foot; dorsum could be misinterpreted here as the back of the torso. (Even though for anatomists, the word dorsiflexion is reserved for ankle movement only.)
