supposibly there is a kick panel under the dash there are four bolts holding it on after getting it off there is one more bolt which is the cabin filter housing take it out and pull down on the panel there are two filters in there you pull the first one straight down the the next one you will have to pull sideways then down however i have a 1999 model and is the same body style as the 1998 and i can't seem to find one on it my kick panel doesn't come out as easy as most that iv seen.

Anyways, if this is a Ford you probably have a blend door actuator problem or a cracked blend door. This can get expensive. If you read your owners manual (and most people don't) you would not have this problem.
If it's a GM (especially with dual-zone climate control) you might have a software problem that can be corrected by disconnecting the battery for ten minutes or by installing updated computer software.
If you have something else, it is not a problem that I have seen often. Please specify vehicle. Its a 99 GMC Jimmy S10 blazer. I agree that its probley the blend door acuator. If you are saying that at highway speeds it is running at 40 degrees celcius (and it isn't extremely cold out), I would say that your thermostat is sticking open. I know you put a new one in, but every now and again a new thermostat will either stick open or shut. If you do the work yourself, what you can do to test the thermostat is to remove it and put it in a pot of boiling water, you should see it open up. Now remove it from the water and watch it, it should close up in a short amount of time, if it doesn't you need a new thermostat. If it is working, I suggest making sure that the cooling system is completely full with no air in the system. If this doesn't work, you might want an expert to take a look at it. Hayden
Either the radiator is partially plugged and t he system has been designed marginally ( they do that to save money you know ! ) so that when the heater is turned on most of the water gets routed through the heater core, bypassing the radiator and causing overheating, or the system is just designed marginally and as above. You can put your hand on the radiator grille and feel it from the front of the car ( using all due caution, of course ) and see if there are any sudden temperature changes from hot to cold. A cold spot indicates a plugged section. The only solution to this is to replace the radiator. And/or you can also put a restriction in the line feeding the heater core, so that more water will flow through the radiator. If your car has worked well in the past with the heater turned on, then I would suspect a partially plugged radiator. I've changed these myself, and it's not hard. Make sure you don't have any other systems bonded to the radiator for cooling, like power steering, a/c , etc. Good Luck !!

The engine is flooding or the spark plug is fouled and not burning all the fuel, allowing the excess gas to seep into the oil reservoir via the piston cylinder. Cleaning or changinge the spark plug and doing a carburetor adjustment will help.
