Social Psychologists believe this is because many people have little to no physical or emotion attachment to the person needing aid. If it was a family member who was homeless and asking for your help, then you would (most likely) do everything in your power to help them because you have an invested attachment. This differs from person to person, as someone who is morally-minded would likely have an emotional attachment to anyone suffering, despite their relationship (or lack, thereof).
