The answer to this question is yes and no. Honestly, it depends on which legend of theshapeshifter you are thinking of or want to discuss. In X-Men, Morph was a shapeshifter and he took on the powers of whomever he took the form of. But, if you look into some of the other myths/lore in history (as a show called Supernatural shows) the shapeshifter gets the memories of the person they have taken the form of. So, I guess you could call it "powers" of a sort. Sometimes the shapeshifter is just that; it takes the form of another being and nothing else.
Since we are speaking about superheroes my answer to this question is yes! If the shapeshifter is a superhero himself he will indeed gain the powers of the superhero he/she shifts into.

There is some ambiguity in the situation you describe; lots of people have an element of narcissism in their personality, which is not the same thing as a narcissistic personality disorder. Someone with a narcissistic personality disorder should never raise children, because the children will inevitably be harmed, quite seriously. Even an impersonal and relatively uncaring institution is better than such a parent.
What is the benefits on adoption?
There are many benefits to adoption.
First for the biological parents they know that their child is safe and will be raised in a stable environment that they alone couldn't provide.
Most adoptive parents (the ones adopting the child) can not have children of their own and adopting allows them to raise and love a child like their own. Also the adoptive parents may be able to have a mixed family that is one that has a combination of biological and adopted children.
The child that is adopted gets many benefits, one of which is being raised in a loving home. If the child was adopted in an open adoption they may be able to keep in contact with their biological family.
A benefit I have experienced as an adopted child is that I get to share my experience and memory of being adopted with other adopted kids.

Fees and cost. You will pay more in a private agency than a state-funded agency. State-funding provides alot of the extra fees so that your cost is minimal (if any).
Age of the child. A child in a state-funded agency is more likely to be within the ages of 3-12. Where as private agencies are more likely to have a better chance of getting an infant-3 years.
Abuse. State-funded agencies typically have children that have been abused in some sense. State-funded agencies like Child Protective Services(CPS in many states) is designed to help children that are abused. Private agencies have a lot more funding (your money) to find mothers and pregnant women simply unable to provide for their children.
Also, State-funded agencies such as CPS are not designed to take kids away from families, but rather to help families with problems to resolve issues and provide for the children. If in cases where this isn't possible, then and only then do they seek adoption for the child(ren).
