A high and or elevated WBC in the blood is usually always an indication of a virus and/or signs of inflammation and/or infection. It can honestly mean so many things. Depending on how the testing to determine elevated WBC is done (spinal tap or via routine blood draw),would also impact the accuracy of such a test. If the WBC came back out of the "higher than normal" range. additional testing would then be done.
