I assume you refer to Ongar, which was closed in 1994. It was situated on the Central line, east of Epping (further from central London).

Underground Electric Railways Company of London was created in 1902.
The last steam passenger train was in 1961 but LT kept a number of steam engines for maintainace work when the electic power was switched off. The engines were used only on the surface and sub surface lines like the Met, District and Circle Lines NOT on the deep level tube lines. LT at the end operated ex GWR pannier tank 0-6-0's bought 2nd hand from BR. They were based at Neasden but were also used at Lillie Bridge(near Earls Court) and Acton works. Famously a number of years after BR had finished with steam engines a steam train would leave Neasden each day and run to Watford tip with all the waste materials. It was rather like a ghost train!! The FINAL steam train was in June 1971 when LT ran a final commemorative train from Moorgate to Neasden. LT did however allow steam trains to run again on the Met in the 1980's & 90's but they were for steams fans and not normal operations.

Then walk 1.5 blocks down Broadway: Prince Street ---> Spring Street ---> Broome Street.

Yes, dogs are allowed on the London Tube but only when they don't disturb other passengers so I would not go during the rush hour (I guess you don't want to go at that time of day anyway unless you have to). A lot of Tube stations don't have lifts so you might have to carry your dog on the escalators.
The present Circle line (and varying boundaries) was demarked as an area in 1846 when the Royal Commission on Metropolitan Railway termini agreed that there would be no single railway station for London. On 10th January, 1863, the stretch of the current Hammersmith & City line from Paddington to Farringdon was opened to the public as the Metropolitan Railway. Further schemes then followed and the existing tube network eventually broke through the original 1846 agreement but no major mainline railway station yet breaches this demarcation.

Depending on where you are located you have a lot of options to get to New York, some of the most popular are using bus, personal vehicle, via train and via plane.
If you live in the United States you can easily take a train or a bus and even visit New York with your own car. All 3 options are pretty affordable, so it is just a matter of your own choice.
