In order for a movie to be eligible for an Oscar nomination it simply has to run in a commercial theater anywhere in the US between January 1 to December 31, for at least seven days. It can't be shown on TV before the theater release. It doesn't have to be in English. Countries from around the world can submit a single movie for the Foreign Language category. The selected movie can be in any language but English, it has to commercial premiere in the submitting country and has to be shown in a commercial theater in the submitting country between October 1 to September 30, for at least seven days. If it also comes out in the US, it's eligible in other categories as well (like Spain's The Sea Inside and Mexico's Pan's Labyrinth).
