There's nothing you can do about it. All dogs shed naturally everyday, and the Pekingese moult heavily during seasonal changes. If you don't want to deal with shedding, then you should consider getting a dog that sheds less, such as the Poodle (all sizes), Bichon Frise, Maltese, Portugese Water dog, etc.
I don't think there is a rule about this. There are suggessted Mysteries for the day and the season, but more than anything, the Bible tells us that we don't pray as we should and the Holy Spirit prays for us with "inexpressible groanings".
