The reason William Penn founded (or established) the colony of Pennsylvania, was for a religious refuge for Quakers, and for agriculture. By its charter, which was approved by King Charles II, Pennsylvania (aka "Penn's woods"), was sandwiched between New York and Maryland, extending west of the Delaware River.

The charter gave Penn total authority over the colony, but Penn believed in giving the people a voice. His "Frame of Government," in 1682, established an elected council to furnish advice to the governor and an assembly to pass laws. He also promised complete religious freedom (rather than mere toleration) in the colony.

In all, Pennsylvania had the freest, most democratic political system in the world at that time. Penn also insisted that Pennsylvania Native Americans be treated fairly.

The climate of freedom attracted many immigrants. Quakers were the first arrivals, establishing Philadelphia in 1682, and spreading into the rich farmlands of the Delaware Valley. German "pietists" came next, followed by others who were attracted by the climate and landscape similar to western Germany.

Then came the Scotch-Irish. Some of the Scotch, were Presbyterians. Catholics and Jews from many European countries came to Pennsylvania in search of religious freedom. Later, a small number of Africans were brought to the colony.
