There's also two hour parking on most streets and technically they can't fine you until two hours is up. You're supposed to move after two hours but most officers aren't going to watch your car for two hours straight. There's a definite risk of getting a ticket even if you're only there for a few minutes and then you have to deal with the courts if you want to fight the ticket.

There are very small areas that have neither meters nor parking limits. The largest of these areas that I know of is Christian Street, between 17th and 20th. I've left my car there for weeks and haven't had any problems with the PPA or criminals. Be sure to check for signage though because the "free" parking is not everywhere on Christian. The second area that I know of is a small section on 15th just south of South St, and a small section of Fitzwater between 15th and 16th.
