I believe you can only do things through games. for example SOCOM, all your friends were stored on the servers and such when you log on the game. If you have a playstation network card, you can download anything from the playstation store, as long as you don't exceed the money limit on the card.

Once you have gone to the Playstation Network page through your PS3 and have downloaded the game, on the Game menu, you should see the game title in a bubble. Go down and press "x" to select it, and then choose install. After installation, you will see the game title in the same place. Press "x" again and the game should start and run normally.
