Plastic is designed to be inert and stable so it is no surprise that it is slow to decompose

The conditions for plastic decomposition are usually limited to attack by ultraviolet light or heat which break down the bonds between the monomers and cause the large plastic object to shatter and reshatter until it becomes just an inert particulate.

Plastic decomposition under biological attack is limited as few bacteria find it "tasty" however as some bacteria will eat crude oils there is undoubtedly some species that can be raised that will feed on plastic.

As far as plastic decomposition in waste disposal sites, these facilities are designed to minimize decomposition to prevent methane generation. They are both dry and anaerobic. Eve sfoodstuffs (fruit and steaks) have been found preserved after several decades of burial.

There are so many ways to do it, from your common household appliance usage, to your automobile, and so on.
For one, have your car checked or tuned-up every 3 months, to avoid unnecessary emissions. Also gas up using ethanol (E10 here in the Philippines).
In choosing appliances, choose a non-CFC ref (which is already a standard these days). In beauty care and grooming, avoid using CFC-based hairsprays or any other pressurized kits that have CFCs.

That would depend upon who is making this "noise pollution".

If it is a bunch of teenage kids don't take it out of hand. Some kids love loud music that consists in the rock and metal categories. If its really bugging you give the kids a call, or talk to their parents about it. The kids can turn their stereo down. :)

If you're the one causing noise pollution, maybe you should look more carefully at what you're doing. Roll up your windows if you're going to blare your stereo. If you want other people to hear your favorite song, send people text messages with the link to it on a music site where they can listen for free.

There are actually quite a lot of things people can do about noise pollution, but it all depends upon that person's point of view of the situation, and what their opinion of noise pollution and what it really is. :)
