From what I could find out, the bronze shoes were ordered and installed by the second female mayor of San Juan, Sila Maria Calderon to honor both the first female mayor of San Juan, Felisa Rincon de Gautier and a former governor of Puerto Rico, Rafael Hernandez Colon. Apparently both of these persons worked to aid the poor and one of the things they did was to provide shoes for those that couldn't afford them. The bronze shoes were to be a reminder and honor of their work.
