The governor of Texas has the authority to call special sessions when needed. The special sessions are limited to thirty days and must deal with the subjects submitted by the governor. Members of the Texas legislature are not paid enough money to live on. Many of these members have other jobs and find special sessions distasteful. Also it is the writers' belief that because Texas Legislators are not paid enough to live on they often opt for a shorter time in office, as compared to the members of congress. The presiding officers tend to have much more power than their national counterparts. Although the officers in the United States congress have less individual power it seems that they deal with larger issues. The party lines in the Texas Legislature are largely ignored. The Texas Legislature has less staff support witch can slow the lawmaking process down dramatically. The empty staff support seats are quickly filled by agenda seeking people with deep wallets, which have great influence in providing information and even sometimes even help legislatures write bills. In congress special interest groups have a lot less influence on what congress chooses to do. The last but also one of the most important differences between the two legislating bodies is that the Texas Legislature with the leadership of the Legislative budget board takes the lead in budgeting in Texas. The budget board holds a lot of power in the aspect if passed bills don't get the funds they require passing the bill in the first place was pretty futile.
