Jolt was not in Transformers 3 or TF3 because the writers did not feel like the character fit with the story line. It is possible that Jolt may return in a sequel.

No. Shockwave is a decepticon like Megetaron that once became a leader to the Decepticons and lead the Decepticons. Actually 3 three time to be exact. He's even beaten Megatron and Optimus Prime before. He's a little bigger than both and stronger to some degree. But now he remains second in command to Megatron. He is my FAV Transformer of all time. He didn't get movie time in the film, but that's cool we no that he is very hard to kill.

In the original series he transformed into a size changing Walther pistol with a scope. In the movie he transforms into a Cybertronian Jet (an ambiguous engine and wing combination that he uses just to get around. He's not really any vehicle we know of.) In the second movie, he adopts treads from a minion and can turn into a cybertronian tank (again not really a "real" tank, just a form that he uses to move about.)
