How is the number of representatives each state gets determined?

It is determined by population, every ten years.

The census is used to find the population of each state, and the country, this number is divided by 435 (the number of representatives). The seats are then apportioned to each state by population, the smallest states receiving at least 1 seat.

This usually leaves a remainder of a few seats which is apportioned to the states with the largest remaining populations. Then the states apportion those seats within their own borders, by population, into districts.

For instance: The country has a population of about 300 million people. So, each representative will represent about 690,000 people each.Vermont has a population of about a half million so they will get 1 representative.

Rhode Island has a population of about 1 million, they get 1 representative AND because the population remainder of about 360,000 people is larger than that of some other states, Rhode Island gets a second representative.

How long do you have to live in the US to be a Representative?

The U.S. Constitution specifies no minimum time of residence for members of the U.S. House of Representatives.

At the time a Representative is elected, he/she must be a resident of the state that includes the congressional district that elected him/her, and at the time a Representative takes office, he/she must have been a U.S. citizen for at least seven years. For example, someone who has been a U.S. citizen since birth but who has lived abroad since he was a baby would be eligible, as long as he lives in the state when elected and is at least 25 when he takes office.

How can you locate a congressional district from an address?

People not registered to vote who are eligible should register to vote!

The US House of Representatives home page (see "Related links", below) has a tool to look up your representative by ZIP code (ZIP+4). The result gives the representative's name and congressional district, with a link to that representative's home page.

If you're registered to vote, your voter card also gives the congressional district number. On the right side there is a table with 10 boxes. The top-left box is marked USREP, under which is printed your district number. Check the Wikipedia article "List of United States congressional districts" (link below) to find out who is the current representative.

Without Internet access, libraries do a great job of answering questions like this. Friends and neighbors may know. Sometimes a simple map is enough to ascertain which district you're in, as district boundaries often run along county boundaries.
