Ah. The worst situation possible. It doesn't happen as much on Mac's. Try those. But if you wanna stick to Windows here is the only sensible thing to do:

Manually Power it off by holding the Power Button.

If that doesn't work then you got a serious issue. Your files probably won't be saved but you can go to the back of your computer and disconnect the power cable.

The other sensible but painful thing to do is wait. Your computer is smarter that any human will be. Then again it has no will of it's own that's why we dominate. But it is still hard at work. Just try waiting. I'm not sure how long since computers vary on memory and speed. But if you have a lot of programs going on, I suggest you close the unnecessary ones. Or it might be the memory RAM your computer has. Check in on that. Or it might be because your running low on Memory in your main drive (which should be Drive C).

I assume you are using a Windows PC and not a Mac. if it is a Mac, i cannot help you.

Plus, if your computer revives, check for viruses.

If you want to change the admin password, there are two ways:

The first way:

if you can log into the admin account, press Ctrl+Alt+Delete, by right, your monitor should change to a screen with some options. Choose "Change a password..." and type in everything there. if you cannot access the admin account, use the second way:

use another user and press Ctrl+Alt+Delete. Again, choose "Change A Password.." option. This time, press on the "Create a password reset disk..." words on the bottom. Insert a a disk for a flash drive. Log out. Next go to the admin account but do not log in. Type in a wrong password in the password area. It will say "invalid user or password", click OK. this time, click the "reset password..." words below the password field. Then type in a new password. [you can don't type in the password hint]. And now you have successfully reset the admin password!

About Windows Vista 64-bit, it depends on model of Pentium 4 : first models don't support x86-64 instructions but the newer models fully support them.

You can buy a windows DVD from a computer store and boot from the DVD to install windows. Insert the disc into the computer, switch it off, then switch it back on either holding F10 or F12 (or the key that will open the boot menu) then choose the DVD using the arrow keys and press enter. Give it a few minutes to process and then follow the on screen instructions.

UAC is the User Account Control. That is an added security measure to prevent certain manipulations to the system. That would include messing with the system root or the program files, adding or removing programs, installing drivers, installing ActiveX controls, adding or removing user accounts, configuring Windows Update, running programs with Administrator privileges, changing another users files, defragging the drive, etc. It is a way to temporarily grant Administrator privileges without having those privileges available all the time. That way, malware cannot do those things.
