There are also some applications of third parties available on Apple appstore that can share files (photos, etc.) between 2 iphones (3GS) via Bluetooth. some of them are free and others not.

Hook your iPad up to your computer or laptop with the USB connector cord, iTunes should pop up. iPhone indeed supports sending pictures via MMS or iMessages. If youriPhone won't send pictures in text, my guess is you don't have MMS enabled on your phone. Also, this problem may be caused by the network, the carrier and so on.
