It could be the turn signal bulbs, some vehicles use separate bulbs for the hazard and turn signals. It could also be a bad switch or wires for the turn signals.
You could have a lose wire in the stering column.
It could be the bulb(s), or possibly a faulty connection but if all bulbs are ok, it's probably the turn signal.
If the turn signal is working it's either the brake light switch or the turn signal switch.
Check the turn signal fuse, then the flasher. Either one of these could fail, and they are the two most common problems.
Digital signals are "forced" to be either 1 or 0, whereas analog signals are not. This means that a signal of 0.8 will be pushed to 1 in a digital signal and will remain 0.8 in an analog signal, and 0.2 will be 0 digital and 0.2 analog. This means that in order to overwhelm a digital signal the noise must do much more work to be effective. digital signal have only two states analog have infinite states therefore more susceptible to noise
Assuming you checked the bulbs, the signal/hazard switch assembly could be shot. Also, using a test light, check the fuses to see if they are getting 12V.
I could not be sure about your particular problem, but I had to replace the Multi-Function and Turn signal switches in a 96 Lumina for similar strange problems of Brakes and signals not working in particular scenarios.

Either your turn signal bulbs are out or the wiring leading to your turn signals is not properly connected. Most likely your bulbs are out which will only cost a few bucks.
You may have a relay problem your flashers and turn signal are on different relays or there could be a problem with the wiring in the steering column that goes to the turn signal
