If, however, you are referring to countries dependent on the export of petroleum, there are several countries which do not have petroleum at all or have insufficient quantities of petroleum to export. The Levant countries of Israel, Palestine, Jordan, Syria, and Lebanon are all petroleum importers as is Turkey.
