More importantly, what will be found out is that Zor-El was an only child and the House of El (or "L" on a different Krypton) is broad and the fathers of Kal-El and Kara-El are not really brothers but got that title when they promised their children to each other. Kal and Kara were part of an arranged marriage and thus "cousins." Jor-El and Zor-El both having children that were 'cousins' people started calling them brothers, due to this and having the same last name. The two were originally very good friends and worked together so both simply accepted the designation and used it commonly.
