Bashar al-Assad has to work with different groups, particularly the Old Guard in order to make his reforms. The Old Guard does not want change and feels threatened by opening themselves up to the world. Syria only has two things that make up their Gross Domestic Product (GDP) which is oil and agriculture, two things that depend on oil costs and rainfall, respectfully.
