there are two ways to do this, the first is by emulating the whole of an op system. One way to do this is by using bochs or qemu. search for either "android bochs" or "android qemu", that should get you started. Another way (this will only let you run dos apps) is through the app "aDosBox", this will let you run games like doom and quake but it won't get you to far into exe's. Other than this there isn't much else.

Why won't my Android phone shut down only the screen options show up?
First of all:
Are you sure the phone doesn't give you an option to shut down?
Holding the power/sleep button for about five seconds will cause a menu to pop up. At the top of this menu should be "Turn Off Power" or "Power Off". Simply tap this to turn it off.

Do you have any apps running in the background that may be interfering with the phone's ability to turn off?
- Hold the middle button until a screen pops up.
- Press the picture of a pie chart on the bottom-left of this screen.
- At the top, tap the tab that says "Active Apps"
- If any apps are still running when they shouldn't be, tap "End".
- Now try turning the phone off again.
If there turns out to be an app that is problematic and preventing you turning the device off, you should remove the app from the device.
