Are the Rangers and Green Beret both US Army Special Forces?

No you can only be one. When your in the 75th Ranger Regiment its considered a lateral move to go to Green Beret. Green Beret takes extensive training and to keep you fresh eventually they will send you to "Ranger School". It's mainly a leadership school but is meant for light infantry training. So in that since you can have the Ranger Tab and be in the Green Berets, but you can not be in the Ranger Regiment and be Special Forces.
