You're both right. Small cuts like steak, hot dogs, hamburgers can be barbecued while frozen if you don't cook them too fast. Use a lower flame and let them take longer. For larger cuts like brisket, roasts, ribs, etc. you can still do it if you cook them very slowly for several hours. Always check the temperature of the meat before you serve it. Beef should be 145 Fahrenheit or higher to be safe and poultry should be 160 or higher.
