With a dress I would wear a supporting halter style bikini top. With a swimsuit just try to buy a supporting and possibly pushup style one. You could wear a bikini top under a swimsuit but it might get uncomfortable.
If you like them then by all means show them off if you want. My friend was a C cup at 12 yo and she was proud of them, showed them off to everyone.
-- Another Opinion --
It may be better to wait until you're a bit older to decide. There are "minimizer" bras that will provide support in the meantime. If you show them off too much you may attract a lot of unwanted attention from older boys. A girl in my history class was a 38D at 15 and always had to tell us we weren't allowed to feel her.
How do you decrease your breast size without exercise?
== == * If a person is over weight and goes on a healthy diet then yes, this can certainly reduce breast size. If the person in question is not over weight and has large breasts then breast reduction surgery is the only option. This problem should be discussed with your doctor. Large breasts can cause many problems such as: *# Upper back pain *# Neck pain *# Shoulder pain *# Breast pain *# Rashes under the breasts *# Shoulder grooving due to bra straps *# Arm pain Other problems related to excessive breast size may also improve with reduction surgery: * *# Restrictions in physical activities, such as exercise, due to your breast size *# Self-consciousness about your breast size *# Breast size that varies significantly from side to side *# Emotional stress, teasing, and feelings of embarrassment *# Difficulty finding bras or clothing which fit * There is only one way to decrease the actual volume of breast tissue, and that is through weight loss. If you are overweight, this is your best option. If not (or if you are one of those lucky people who loses weight everywhere BUT the chest), you can try a minimizing bra. Literally, called a minimizer. You can find them in any dept store. My favorite is made by a brand called Lillyette. These are made to make your breast appear smaller (and as a welcomed side-effect, they give a nice boost). == == * Diet? If you lose weight your breast size will also reduce. If you are carrying excess weight everywhere it will also be in your breasts too, but there are many "skinny" girls with large breasts so that blows that theory. Further it depends on the age of the person asking the question. If you are in menopause, it is natural for your breast to develop, to get larger. The only thing I can suggest, is exercise to sculpt and shape the breast, and perhaps reduce their size or, watch your diet; try to watch things with synthetic hormones added; like meats and dairy products. Try to stick to a vegetarian more pure diet. That should help. good luck and remember we are all beautiful in a variety of shapes sizes and colors... someone else with small boobs might wish they had larger etc... just love yourself! peace : ) * No there isn't. If a woman has extremely large breasts AND ONLY IF it's bothering her back from the strain then surgery for reduction of breasts can be recommended by your doctor. Wear a bra all night, but wear it tight, There are natural products on the market for breast reduction, but there is no independent evidence available on whether or not they are effective. It depends when are you left hand.
There is no 'normal' weight. Breast come in many different sizes. Often one breast may be slightly larger than the other breast. Also, as a woman ages, so the fat layer in the breasts will slowly reduce.

Can I get a reduction if I'm 16 and my breast size is 32DDD?
I am 16 years old, my height is 5'6, I am 122 pounds and my breast size is 32DDD. My breast size makes me very uncomfortable because it is very unproportional to my body. Beacuse of this, my clothes do not fit and I can't seem to find bras or bathing suits that fit. I have found myself crying because of my insecurity due to my breasts. Even though most girls would love this, I hate all the attention I get because of this. Would it be smart to consider a breast reduction? My mom said I can get a consultation and get one in November if I chose to do so but I wanted to do some research first about scarring, recovery and safety. HELP!
