The fuel pump relay on your 1991 DeVille is in the relay center underneath the passenger side of the dash, to access, take down the sound barrier under the right side of the dash panel (7mm). The third one from the bottom right relay position is for the fuel pump (be sure to count any vacant positions, you may not have all the accessories). However, if you just want to check if it is good, you can run a fused jumper from the positive battery post to the prime connector. if you dont hear a low vibrating/humming noise coming from under the car in between the two rear tires when the ingnition is turned on, not the engine, then you either need to check the fuse box for a bad fuse, or your pump is out. I found my replacement pump at a junk yard. (saved me a bundle) If you hear the noise coming from the pump, then you may have to check the level ride switch located on the rear drivers side shock. it will be located on the "leveler box". youll know what it is by comparing visuals by removing the rear passenger tire and looking at the rear passenger shock, that side WONT have one. simply loosen the screw on the box and move up to desired ride height.
