The cube-shaper flasher is clipped to the inside of the upper panel left of the steering wheel, and is plugged into a harness of several wires bundled into one cable. You will probably need to locate it by feel -it may help to activate the turn signal if either direction is working, the click will help you locate the flasher by feel. Remove it and take it to an auto parts store for a replacement unit - Autozone (just for example) has it in stock at all stores, not even in the back room. Plug in the new flasher from where you removed the bad one. You probably won't be able to clip it back where it was, just stuff it up in there and replace the panel.
I have a 99 deville with the same problem. Two mechanics have told me it is the HVAC vent motor that has gone bad. Basically the motor that controls the vent doors is out. One quote I got was $1100 to repair it. THey have to remove the dash to get to the motor. Hope this helps. replace the heater core! sounds dumb right? but the heater core has the in and out on the same end of the core and the fluid travels in a u shape in the core it looses heat in the first half of core before it travels in the end tank to the other side of core and back out. The air plenum has a divider in it all the way from core to outlets and core heats passenger side first. The core gets partly cloged by the coolant sealant supplement (stop leak) that GM uses in all these engines. result? not enough water flow for the water to stay hot traveling through the whole core.

you need to take the front of the engine apart it runs off your timing belt. Don't remove the fans just the alt/power steering belt. Then take all the front cover bolts out except the lower two on each side of the crank pulley just loosen those. Remove the cover.
Don't remove the timing belt just line up your timing marks on both cams by turning the crank pulley and use two vice grips to hold them in place. Put the grips on top of the front cover to the inside of the cam sprocket's, not to tight just enough to hold them in place. Now you can remove your water pump bolts and flip the pump out leaving the belt in place. To install just reverse what you just did.

If it falls out of its groove during installation, the outlet housing can be cracked or a coolant leak will result. Before tightening the water outlet housing, try to rock it back and forth to be sure it is flush. Housings are often cracked during this step.
