If it is like the Deville models, you should have a special tool that will remove the center bolt. The owners manual will have a picture of this tool. Use the flat edge of the tool to remove the center decoration, and then use the rounded end to remove the center bolt. The hub cap will then basically fall off.
Normally the emergency brake will release itself when you put the car into drive or reverse. There is a vacuum system that releases it for you. Otherwise, there is something corroded somewhere along the park brake cable, in the rear brake caliper or perhaps the mechanism attached to the foot pedal.
